Truth can be known. Probably the whole reason for the creation to be there is the knowing power called Chitta Shakti. Creation is nothing but the manifestation of that power. This Energy is nothing but knowing in essence. There is thus a Unity between Knower, Known and Knowing. The one who knows this "Knows".

This is not what I asked. It is also through cognition that I read some second-hand report in a scripture or a book.

Self is known both directly and through cognition.

Difference between knowing through cognition and experience can be explained through examples. Taste of a fruit is experiential knowing whereas the fact that sky has no colour and only appears blue is a matter of cognition. The thing to note is that even after cognitive knowledge the sky continues to appear blue but there remains no doubt as to its colour. Earth appearing flat is another example where only cognition solves the problem.
